Dale Harley, President

Dale Harley, the President of Harley House Consultants Inc. is a seasoned management consultant who has been perfecting and promoting the art of change, communications, and engagement management for over 30 years in the public, private, and not-for-profit sectors. His focus has been on working with senior managers and management teams assist them in the planning, development, delivery and evaluation of change management, communication, and stakeholder engagement services.

Over his career, Mr. Harley has held senior leadership positions in regional, national, and international firms. He brings this broad range of experiences to the table while developing and implementing change, communications, and engagement management strategies, approaches, and plans. He draws on these and other experiences with client, media, investor, employee, community, and government engagement to plan, develop and deliver effective communications and change management strategies.  He is the author of two books, “The Business of Relationships” (2012) and “The 6 Relationships of Highly Effective Organizations” (2019). Mr. Harley holds a B.A. in economics-law from Carleton University and is a Prosci Certified Change Practitioner, a APMG International – Change Management Registered Practitioner as well as a Certified Management Consultant. He also served two terms as an elected Municipal Councillor. This dual experience as both an elected politician and communications practitioner has made Mr. Harley a sought-after speaker. He is often called upon to share his unique perspective on managing public sector issues.

Phil Hurcomb, Senior Associate

Phil Hurcomb, Senior Associate with Harley House Consultants Inc. specializes in strategic communications advice and the effective management of the communications function in government. He has more than 30 years of experience as a professional communicator and communications manager and adviser.

Mr. Hurcomb started his career as a writer/editor with Canadian University Press, but soon graduated to providing communications advice and services to Members of Parliament on Parliament Hill.

In 1984 he began a long and successful career as a government communicator, joining Transport Canada as a writer and copy editor. Over a 23-year career at Transport, Phil took on a wide range of responsibilities, including internal communications, issues management, media response, managing strategic planning, and directing strategic operations. He was also Director General of Communications at this key federal government department for six years.

In 2006 Phil became the Treasury Board Secretariat Assistant Secretary responsible for Strategic Communications and Ministerial Affairs. Over the next four years he was responsible for the Communications and Federal Identity policies of the government of Canada, ran the operation of the Treasury Board Cabinet Committee, and was the ADM champion for the whole federal government communications community.

Since leaving the full-time public service in 2011, Phil has also been engaged by the Canada School of Public service as a senior faculty member, developing and teaching communications and leadership courses for government employees.  Phil Joined Harley House as Senior Associate in 2013.
